22 Officers Ticketed Drivers For Not Speaking English

In the past three years, 22 Dallas, Texas, police officers have ticketed drivers for not speaking English.

However, there's no law on the books that requires drivers to speak English.

So if if im driving in mexico i need to speak spanish. What about driving in russia? Spain? Japan? China? If thats the case I would have soooo many tickets. I'm embarrassed for those cops. What academy did they go to!!
