Tropical Storm Ida Declared in Caribbean

Former Tropical Depression #11 has been upgraded to Tropical Storm Ida.  At this time Ida appears to only be a threat for Central America.  If Ida survives the track over Central America and the Yucatan Peninsula it could make it's way to the southeast Gulf of Mexico, however that would be about 5 days away.  In addition, the active pattern and time of year is not conducive for any significant development of the system.
